In the early hours of Jan. 14, the city was at a frozen standstill amid an ongoing ice and snow storm. And for nearly two and a half hours, Matthew Lee Holland, a 31-year-old energy trader jacked on methamphetamine, had been intermittently firing rounds from an AR-15 rifle through the walls of his downtown Portland apartment into neighboring units.
