Rotterdam buys and refurbishes stores to prevent vacancy

The municipality of Rotterdam has started buying unused retail buildings in strategic locations to prevent vacancy, degradation and undermining and to enrich the range of stores. For this purpose, the Vital Core Areas Fund was set up. The buildings are being refurbished and transformed in an attempt to “give a boost” to Rotterdam's shopping areas.
