Last week, Chinese and Indian foreign ministers met in Moscow and discussed border tensions between the two nuclear powers. The meeting paralleled the summit of ministers of the Shanghai Cooperation Organization and was mediated by Sergei Lavrov, Russia's foreign minister since 2004. This mediation of dialogue shows not only the need for an eye for possible conflict in the Himalayas but also Moscow's interests and concerns.
